WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District
Board of Managers Meeting
March 27, 2013 - 7:00PM
Kimball City Hall, Kimball, MN

Chair Schiefelbein called the CRWD Work Session to order at 7:00PM. Manager's Mark Kampa, Mary Ellen Wells, and Bob Schiefelbein were present. Manager Jerry Risberg was absent. Also in attendance were Orv Jonsrud, Bill Arndt, Mike Hankee, Jeff Golden, Cole Loewen, Assistant Administrator Dennis Loewen, and Administrator Merle Anderson.

Motion #WS13-03-1: Motion Kampa, seconded by Wells, to adopt the Agenda. All Managers voted aye.

Motion #WS13-03-2: Motion Kampa, seconded by Wells, to contribute $30,000 each year for 2014 and 2015 to the Cedar Lake Watershed Protection and Improvement Project. All Managers voted aye.

Motion #WS13-03-3: Motion Wells, seconded by Kampa, to amend Project 06-1. All Managers voted aye.

Motion #WS13-03-4: Motion Kampa, seconded by Wells, to develop a four year assessment roll for the Cedar Lake Protection and Improvement Project. All Managers voted aye.

Mike Hankee and Bill Arndt left the meeting at 7:27PM.

Assistant Administrator Loewen reviewed the following:

  1. Kingston Wetland Construction Update
  2. Kimball Phase II Railroad Culvert Inspection and Right of Access forms
  3. Fertilizer Program Update
  4. Strategic Planning Meeting on Wednesday, April 24, 2013 at 3:30PM

Motion #WS13-03-5: Motion Wells, seconded by Kampa, to pay bills of $4,207.95 in 7 payments. All Managers voted aye.

Motion #WS13-03-6: Motion Kampa, seconded by Wells, to issue a check to New Look Construction for the Kingston Wetland construction, amount of check to be based on contract details. All Managers voted aye.

Jeff Golden, Advisory Committee Member, declined developing a special role for himself in CRWD education efforts. The CRWD Advisory Committee minutes of their most recent meeting were distributed and contain valuable thoughts regarding future CRWD education programs.

Manager Kampa distributed aeration of Vadnais Lake information. CRWD staff will contact suppliers of equipment and oxygen and have them attend a future CRWD meeting to explain the aeration concept that they promote.

Administrator Anderson pointed out the additional information included in the draft CRWD By-laws handout and encouraged the Board to take action on the By-laws when ready.

Cole Loewen relayed information to the Managers regarding a potential partnership with St. Cloud State University with the partnership to concentrate on Hypolimnetic Withdrawal on Lake Betsy.

Assistant Administrator Loewen provided information on the following:

  1. Certificate of Deposit
  2. Autosampler Protective Devices
  3. Stearns County has not appointed a Manager to fill the vacancy that exists in Stearns County

Motion #WS13-03-7: Motion Wells, seconded by Kampa, to transfer $75,000 to a Money Market Account and $200,000 to Checking from a Certificate of Deposit that expires soon. All Managers voted aye.

Cole Loewen presented the Cooperative Purchasing Agreement for signature.

Motion #WS13-03-8: Motion Kampa, seconded by Wells, to adjourn the meeting. All Managers voted aye.
