Board of Managers Meeting
May 22, 2013 - 7:00PM

Chair Schiefelbein called the CRWD Work Session to order at 7:00PM. Manager's Mark Kampa, Mary Ellen Wells, Jerry Risberg, and Bob Schiefelbein were present. Also in attendance were Orv Jonsrud, Jeff Golden, Gene and Myra Kusha, Jeff Burkhardt, Cole Loewen, Assistant Administrator Dennis Loewen, and Administrator Merle Anderson.

Motion #WS13-05-1: Motion Kampa, seconded by Risberg, to adopt the Agenda with the inclusion of the CRWD 2012 Annual Audit Report. All Managers voted aye.

Manager Wells arrived at 7:08PM.

Gene and Myra Kusha, property owners in Clearwater Harbor, informed the Managers that Stearns County has combined Lots 253 and 263 of Battle Road in Clearwater Harbor. The Kusha's request that one quarterly utility fee be eliminated. The CRWD Board of Managers requested documentation from Stearns County regarding the combining of lots and a decision regarding the elimination of one quarterly utility fee will be made upon receipt of Stearns County information.

Jeff Burkhardt distributed and reviewed the 2012 CRWD Annual Audit Report. This report is on file in the CRWD office.

Motion #WS13-05-2: Motion Wells, seconded by Risberg, to accept the 2012 CRWD Audit Report prepared by Burkhardt and Burkhardt, and understand its contents. All Managers voted aye.

Motion #WS13-05-3: Motion Wells, seconded by Risberg, to pay bills of $4,408.68 in 10 payments. All Managers voted aye.

Assistant Administrator Loewen reviewed the following:

  1. Water Quality Sampling
  2. Change Order and Reimbursement Request to MPCA
  3. GIS Software
  4. Kimball Storm Water Phase II
  5. Project Inspections
  6. Pleasant Lake Association Meeting
  7. Segner Pond Rough Fish Removal
  8. Letter form Doug VonArb

Motion #WS13-05-4: Motion Kampa, seconded by Risberg, to adopt the Minutes of the April 24, 2013 CRWD Strategic Planning Meeting. All Managers voted aye.

Manager Risberg explained the Nygaard Property situation in Clearwater Harbor, in that a variance was not granted by Stearns County even though when the Wastewater Treatment System was installed in Clearwater Harbor, Stearns County indicated they would look favorably on variances in Clearwater Harbor. CRWD staff will seek information regarding this matter and provide it for Mr. Nygaard.

Manager Wells questioned why depreciation on the capital projects were not fully funded.
