Board of Managers Meeting
June 26, 2013 - 7:00PM
Kimball City Hall, Kimball, MN

Chair Schiefelbein called the Work Session Meeting to order at 7:00PM. Managers Bob Schiefelbein, Mary Ellen Wells, Paul DeGree and Manager Jerry Risberg were present. Manager Mark Kampa was absent. Others in attendance were Mike Hankee, Kathy Jonsrud, Orv Jonsrud, Jeff Golden, Brandon Larkin, Assistant Administrator Dennis Loewen, Cole Loewen and Administrator Merle Anderson.

Motion #WS13-06-1: Risberg, seconded by Wells, made a motion to adopt the Agenda. All Managers voted aye.

Administrator Anderson administered the Oath of Office to Paul DeGree, CRWD Manager appointed by Stearns County Commissioners.

Brandon Larkin, resident of Clear Water Harbor, reported that a sewage back-up was experienced at his property recently. Mr. Larkin suggested a permanent solution to this issue be determined and acted upon. The CRWD Managers and staff indicated that a solution will be determined and Mr. Larkin will be part of the corrective measure discussion.

The 2014 CRWD Draft Budget will be on the July 10, 2013 Regular Meeting Agenda.

Motion #WS13-06-2: Wells, seconded by DeGree, made a motion to secure $500,000 in Bond Protection for the CRWD Board of Managers at a cost of $427.00. All Managers voted aye.

Assistant Administrator Loewen distributed a conceptual drawing of the Old Hwy 55 project area. Kathy Jonsrud asked if this will be discussed further by Engineer Wenck at the July 10, 2013 Regular Board Meeting. It will be on the Agenda.

Kathy Jonsrud and Mike Hankee left the meeting at 7:30PM.

Administrator Anderson and Assistant Administrator Loewen distributed copies of their contracts for Manager review.

Motion #WS13-06-3: Wells, seconded by Risberg, made a motion to pay bills of $37,801.14 in 9 payments. All Managers voted aye.

Assistant Administrator Loewen distributed his Staff Report of which there is a copy of at the District Office. Mr. Loewen emphasized that the CRWD Advisory Committee is requesting further direction on a CRWD Education Program.

Motion #WS13-06-4: Risberg, seconded by Wells, made a motion to authorize update of contact information on signage at the Waste Water Treatment Systems. All Managers voted aye.

Manager Risberg has received documentation from Gene Kusha indicating the lots he referred to previously have been combined by Stearns County.

Assistant Administrator Loewen indicated the bog at the Black Pool on Clearwater Lake will be removed by the Dept of Natural Resources.

Motion #WS13-06-5: Risberg, seconded by DeGree, made a motion to Adjourn. All Managers voted aye.
