Board of Managers Meeting
July 10th, 2013 - 7:00PM
Annandale Middle School, Annandale, MN

Chair Schiefelbein called the regular meeting to order at 7:00pm. Managers Jerry Risberg, Paul DeGree, Mary Ellen Wells and Bob Schiefelbein were present. Manager Mark Kampa was absent. Others in attendance were Jeff Golden, Orv Jonsrud, Kathy Jonsrud, Mike Hankee, Roger Rauchendorfer, Dave Blumkee, Rebecca Kluckhohn, Assistant Administrator Dennis Loewen, Joe Jacobs, and Administrator Merle Anderson.

Motion #13-07-1: Risberg, seconded by DeGree, made a motion to adopt the Agenda. All Managers voted aye.

Roger Rauchendorfer, resident of Lake Augusta, indicated that Lake Augusta rose 18 inches in 10 days, and dropped 12 inches recently. In the meantime, an excessive blue green algae bloom took place.

Engineer Kluckhohn responded by saying last year was a very dry year, and this year we have had large amounts of run-off into the river, which has a high phosphorous content. That water stays in the lake long enough to create the algae bloom.

Roger Rauchendorfer asked what options are available to alleviate the frequency and intensity of algae blooms.

Engineer Kluckhohn indicated that reducing phosphorous from entering the stream, application of Alum, aeration, oxygenation and Hypolimnetic withdrawal are options.

Dave Blumkee, resident of Lake Caroline, encouraged the District to control run-off before it enters the river, and suggested promoting regulation of fertilizer in the agricultural community.

Dave Blumkee and Roger Rauchendorfer left the meeting at 8:05 PM.

Motion #13-07-2: Wells, seconded by DeGree, made a motion to approve the Consent Agenda. All Managers voted aye.

Motion #13-07-3: Wells, seconded by DeGree, made a motion to pay bills of $26,474.20 in 12 payments. All Managers voted aye.

Engineer Kluckhohn distributed a bid item description for the Wingo Property in Kimball as it applies to the Kimball Storm Water Phase II Project.

Motion #13-07-4: Wells, seconded by Risberg, made a motion to authorize Wenck Associates, Inc. to develop a cost benefit memo for aeration, oxygenation and Hypolimnetic withdrawal for Lake Augusta only at a cost of $1,500. All Managers voted aye.

Assistant Administrator Loewen distributed the Staff Report, which included:

  1. Summary of meeting with Dr. Voelz of St. Cloud State University
  2. Lake Augusta and Lake Caroline water quality
  3. Swartout Lake Inlet Fish Barrier permit
  4. Old Hwy 55 update
  5. 2014 Draft Budget
  6. Clear Lake South Notch Weir
  7. Clearwater Harbor and Hidden River Sewer Systems
  8. Thiel Creek

Administrator Anderson reviewed staff contracts.

Motion #13-07-5: Risberg, seconded by Wells, made a motion to renew contracts with Dennis Loewen and Merle Anderson. All Managers voted aye.

Kathy Jonsrud asked what cost difference the design change on the Old Hwy 55 Project would be. Engineer Kluckhohn replied by saying that cost difference will be determined later.

Mike Hankee, Kathy Jonsrud and Orv Jonsrud left the meeting at 8:55 PM.

Joe Jacobs, Wright Soil and Water Conservation District staff, indicated that the iron sand filter that their District installed received a 319 Grant.

Motion #13-07-6: DeGree, seconded by Risberg made a motion to adjourn. All Managers voted aye.
